llama.cpp b10426 Release: ggml WASI Fix and New Binaries

The llama.cpp b10426 release updates ggml to force single-thread operation on WASI (#25686) for improved stability. This release also provides updated binaries for a wide range of platforms including macOS, Linux, Windows, and Android.
